We will judge every policy by whether it reaches the person who needs it most — the widow at the taluk office, the student without fees, the farmer after a failed monsoon. Skill without compassion is only machinery.

Your vote deserves a qualified candidate. So here is what we will do: nobody will carry the TTK name onto any ballot — from a ward seat upward — until they have proven two things in public. That they can do the work, and that they can be trusted with it. We will publish the recordings so you can check us yourself. Governance is a profession, and we will run it like one.
Clause 01 The Idea
For seventy years, politics asked “who do you believe?” We ask a harder question — “who can actually do the job?”

The true strength of Tamil Nadu lies in its people — in your intelligence, your hard work, and your inherent capability. For too long, politics has ignored that potential and treated citizens as passive recipients of policy.
We will reverse this. We will build TTK on the Culture of Capability, and we will ask for exactly one qualification before anyone speaks for you: demonstrated competence. Not surname. Not seniority. Not slogans.
We will not ask you to call us left or right. We will ask you to judge us on what we can actually do — and we will give you the evidence to do it with.
We will govern by data, logic and professional skill — and put the right person, proven, in the right job.
We will keep the standard open to every one of us — a tool you can use to demand better, never a barrier that keeps you out.
We will measure ourselves by the improvement in your daily life — never by the volume of our slogans.
Clause 02 Our Four Pillars
What we stand on
Four commitments, in plain language. Everything we do will have to survive the test of all four.

We will treat governance as a responsibility, never a birthright. Everyone who serves the public through us will be qualified, skilled, and able to solve real problems — with data, logic and professional excellence.
We will build an environment where every Tamilian has the tools to rise by their own skill and effort — and to lift their community with them, rather than depend on handouts.
We will run a transparent, corruption-free administration and use power to make life easier — never to rule over people. We will treat governance as a professional duty, not a political game.
Clause 03 The Merit Mandate
How a TTK candidate is made
A promise of “capability” is meaningless without proof. So we will build the proof into the system — the same way any serious profession does.

This will not be a notebook test. We will assess you in three parts — what you know, what you can do on the ground, and what you have already delivered. A paper, written or oral. A field task on a real problem. A panel that questions your record and your reasoning.
The subject depends on the seat. For any seat with a place behind it — a ward, a town, a district — the first and heaviest part is how well you know that place: its people, its shortages, what it needs next. Then a costed plan for its funds. For a department, we will examine you on the department.
Passion will be welcome. Preparation will be required. Talking will not be enough.

Competence without character is a danger, not an asset — a capable crook does more damage than an honest fool. So everyone who clears the domain evaluation will then face a character review: a full declaration of assets and conflicts of interest, an account of how they have handled money, power and people before, references from those they have actually served, and a panel of real dilemmas from Tamil Nadu public life — the relative who wants the contract, the file that moves faster for a fee, the pressure from above to look away.
We will examine conduct in public duty alone — never your faith, your caste, your community or your private life.

We will record every evaluation, every panel, and every debate between people contesting the same seat — and release them in full. Not a summary and not a score sheet: the recording itself, the answers given, and the panel's reasons for the marks.
Watch it before you vote. Check our marking against your own judgement, any time you like, years later if you wish. If we ever pass someone who did not earn it, the evidence will already be in your hands.

Clause 05 Our First Election
Our first reform
Our first contest will be the local body election — the one that decides your street lights, your water and your drains. For every seat in it, the first and heaviest thing we test is the one thing no outsider can learn in a hurry: how well you know the place you want to represent. Then what you would do with its money.
Why we start here
A state is built a ward at a time
Water that actually reaches the tap. Drains that carry. Waste that is lifted. A school with a roof and a working toilet. Every one of these is decided by a local body — and none of them are decided in the Assembly. Industry does not come where the water fails, and children do not learn in a building nobody maintains. The things a state is judged by are delivered ward by ward.
Local bodies are also where the political class is made. Today's ward member is tomorrow's chairperson and the next decade's legislator. Change who is allowed in at the bottom, and in ten years you have changed who governs at the top — without having to defeat anyone.
Put one capable person in charge of one ward's money and that ward improves. Put capable people in charge across a district and the arithmetic changes for the whole state: money that was spent twice gets spent once, work that failed every monsoon stops failing, and the schemes already funded finally arrive.
We do not start here because it is small enough to win. We start here because it is where the state is actually built.
Do you know this place?
Which streets flood. Which handpump has been dry for months. Which children cross a highway to reach school. Not a textbook, not a manifesto — the place itself, in detail, from memory. This is the part no outsider can learn in a hurry, and it is the part we weigh heaviest. A candidate parachuted in from elsewhere cannot pass it.
What will you do with its money?
A costed plan, not a wish list: what you would spend the funds on, in what order, and at what price. We will publish that plan before the vote — so it stops being a speech and becomes a promise you can be held to, year after year.
Can you defend that order?
Why this street before that one. Why this ward, this village, this school first — said out loud, in public, to the people who wanted it the other way round. Money is always short and someone always waits. Deciding fairly is a skill, and hiding the decision is where most local corruption begins.
Clause 06 The Helper Network
We serve before we ask
We will not wait for an election to start being useful to you. Three programs we will run from day one, whether or not we ever hold office:
What a Helper Party means
We are not against any party. We will not spend our years trying to pull a government down. Whoever forms the government, we will stand beside them as helpers — bringing work that is finished, costed and free to use — because the family waiting for a blocked drain to be cleared does not care which party clears it.
But we will be nobody's B-team. Every offer of help will be made in the open, never in a back room, so you can always see what we proposed and what was done with it.
We are not here to help politicians hold power. We are here to help the machinery work for you.

We will run ward-level help desks staffed by certified TTK members — guiding you through government schemes, ration cards, pensions and scholarship paperwork, and standing with you against bureaucratic corruption.

Clause 07 After the Vote
What happens if we fail you
Winning is where accountability starts, not where it ends. So we will say now, in writing, what we will do to our own when they fall short.

The ward plan they were elected on becomes the measure. Every year we will publish what was delivered against it — including what we failed to do, in the same words and the same place.
Your complaint goes on the record பொது புகார்
Any citizen can file a complaint against a TTK representative. Every complaint will be logged in public with its status and its outcome, so none of them can be quietly buried.

A standing assessment team, independent of the person holding office, with the power to suspend them, withdraw the Seal of Qualification, and expel. Anyone removed for failure or corruption never contests on our symbol again.
Our lawyers act against our own சட்ட நடவடிக்கை
Where a complaint discloses real wrongdoing, TTK's legal cell will take it up and see it through — and we will not stop at expulsion. Other parties send their lawyers to defend the accused. Ours will stand with the complainant.
And if we fail badly, we go பதவி விலகல்
Every TTK candidate signs this before we put their name on a ballot: if the review team finds they have failed their ward badly or acted corruptly, they resign the seat. No clinging on, no waiting out the term, no five years of silence. And if anyone refuses to honour their own signature, we will not shield them — we will name them, expel them, and ask you never to vote for them again.

Every movement begins with people who show up before it's easy. We are assembling 100 Founding Members — professionals, specialists and helpers who will set the standard for everything that follows.
